Section 45-24-46.1 of the Rhode Island General Laws tasks RIHousing with annually calculating the fee for those communities that provide, as an option in their inclusionary zoning ordinances, the payment of a fee in lieu of construction or provision of affordable housing.

The SHAB was created as part of the state’s Low and Moderate Income Housing Act as an appeals body to review unfavorable decisions under the comprehensive permit process.
