The Municipal Technical Assistance Program (MTAP) helps Rhode Island cities and towns expand local housing production by providing technical consulting support for zoning updates, infrastructure assessments, site identification, and community engagement. Through competitive awards and expert partnership, municipalities gain the tools and guidance to reduce barriers and grow housing opportunities.

Program Overview

Municipal Technical Assistance Program (MTAP)

The Program helps Rhode Island cities and towns expand local housing by providing technical assistance for eligible activities such as zoning updates, infrastructure assessments, site analysis, and community engagement.

Pipeline Development Program

Pipeline Development Program assists municipalities in identifying potential sites for redevelopment as affordable or mixed-income housing and successfully moving those projects forward.

Transit Oriented Development Zoning Program (TOD Program)

The TOD Program provides funding to support the creation of transit-oriented development districts that enable additional housing development in proximity to transit. The source for TOD Program funding is State and Local Fiscal Recovery Funds (SFRF) funded through the American Rescue Plan of 2021, and therefore, funds must be fully expended by December 31, 2026.
