RIHousing’s 2025 Impact Report Highlights Statewide Progress as Agency Reaches One in Ten Rhode Islanders

Annual report showcases investments in homeownership, affordable housing development, rental stability, and long-term economic impact

PROVIDENCE, RI––RIHousing today released its 2025 Impact Report, Building the Next Chapter, highlighting a year of significant investments that helped thousands of Rhode Islanders achieve stable housing while strengthening communities across the state.

The report demonstrates the agency’s broad statewide impact––from financing more than 1,100 affordable homes and helping nearly 1,500 first-time homebuyers purchase a home, to supporting more than 17,300 renter households and expanding the pipeline of future housing development. Today, RIHousing’s work reaches approximately one in every ten Rhode Islanders.

“Housing progress is about so much more than just growing the number of homes across our communities,” said Carol Ventura, Executive Director of RIHousing. “It’s about giving a young family the keys to their first home. It’s about helping a senior remain in the community they’ve always known. It’s about making sure Rhode Islanders can afford to build a future here in the state they love. Every number in this report represents someone’s story, and we’re proud to be part of those stories while continuing to help support one of the biggest challenges facing our state.”

Among the agency’s 2025 accomplishments:

• Nearly 1,500 first-time homebuyers achieved homeownership through RIHousing, representing nearly one in every seven mortgages made in Rhode Island.
• More than 95% of those homebuyers received down payment or closing cost assistance.
• More than 1,100 homes were financed for construction or preservation through federal, state, and agency resources.
• 525 new affordable units financed by RIHousing came online and over 370 existing affordable apartments were preserved.
• Over 17,300 renter households received housing assistance through vouchers or federally assisted housing administered or overseen by RIHousing.
• More than 3,400 future homebuyers participated in homebuyer education classes.
• RIHousing continued strengthening its nationally recognized housing programs while maintaining its AA- credit rating, reflecting the agency’s strong financial management and long-term stability.

The report also highlights several transformative housing developments completed or advanced during the year, including the opening of Tempo in Providence (66 new homes) and groundbreaking of Walker Lofts in Lincoln (124 new apartments), alongside personal stories from Rhode Islanders whose lives have been changed through homeownership, rental assistance, and financial empowerment programs.

As Rhode Island continues to address a historic housing shortage, the 2025 report underscores RIHousing’s role in bringing together federal, state, municipal, nonprofit, and private-sector partners to increase housing opportunities in communities across the state.

While there is still much work ahead, this report shows what’s possible when we work together to expand housing opportunities across the income spectrum and across Rhode Island.”

RIHousing has been an essential part of that work, helping more Rhode Islanders achieve homeownership, expanding affordable housing opportunities, and building momentum toward a stronger housing future.”
