Guide to RI Communities – Foster

As an RIHousing Housing Choice Voucher (HCV) holder, you have the ability to choose a rental home in one of 19 Rhode Island communities. We have created this guide to provide you with an overview of living in any of those communities. With a Housing Choice Voucher, you are required to pay 30-40% of your income towards rent. RIHousing will pay the balance of the rental payment directly to your landlord.

 

Foster is Rhode Island’s most rural community, and one of its smallest. The major east-west road, Route 6, is also known as Danielsen Pike, and connects to many services and commercial areas in the most eastern towns of Connecticut. The major north-south road in town is Route 94, also known as Foster Center Road. The town’s center consists primarily of town buildings along Howard Hill Road and some homes. Route 102/14 (Plainfield Pike/Victory Highway) is in the town’s southeastern portion, and connects to the western half of Coventry (to the south) and Scituate (to the east).

Living in Foster:
Given its rural nature, the predominant housing stock is large-lot single family homes. HCV holders may find some rentals among the few multi-family homes, but most likely among single family homes that may be for rent.

To use your voucher here, your rent cannot exceed the Fair Market Rate.

What is the Fair Market Rate?

 

  • FMRs regularly published by HUD, represent the cost to rent a moderately-priced dwelling unit in the local housing market. The housing voucher tenant must pay 30 percent of its monthly adjusted gross income for rent and utilities, and if the unit rent is greater than the payment standard, the tenant is required to pay the additional amount.
