STATEWIDE HOUSING PLAN
The Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD). It is an assessment of community development and housing needs for low- to moderate-income people in the state and the determination of goals and strategies to address those needs using federal funding. The Analysis of Impediments to Fair Housing Choice (AI) is a review of impediments to fair housing choice in the public and private sector, focusing on laws, regulations, and administrative policies, procedures, and practices. The Annual Action Plan (AAP) is a document that outlines the proposed use of federal funds for the program year July 1, 2020 to June 30, 2021. All three documents address the Federal programs included in the table below. The table also includes PY20 funding allocated from HUD to the state for each program.
RIHousing and the Rhode Island Office of Housing and Community Development (OHCD) are collaborating to help guide policy decisions and prioritize the distribution of HUD funds and State housing investments.
The collaboration includes:
- Strategic Housing Plan: (to be released at a later date) to identify the current and future housing needs across Rhode Island for a variety of households and income levels;
- Five-year Consolidated Plan (PDF): to describe Rhode Island’s community development priorities and goals based on an assessment of affordable housing and community development needs, market conditions and available resources; and
- Analysis of Impediments to Fair Housing Choice (PDF): to identify barriers to housing choice for members of protected classes, along with a Fair Housing Action Plan that, if implemented, would work to alleviate or resolve the identified barriers.
- Rhode Island First Year Annual Action Plan 2020-2024: serves as an application to the Department of Housing and Urban Development (HUD) for funding of the Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME), the National Housing Trust Fund Program (HTF) and Emergency Solutions Grant Program (ESG).
The agencies completed the Consolidated Plan, Annual Action Plan, and Analysis of Impediments to Fair Housing Choice and submitted them to HUD in July 2020.
