Collectively the development will provide 44 units for households up to 60% of area median income\, 22 market rate units and a childcare facility. Pennrose has been awarded eight project-based vouchers from the Providence Housing Authority and six HUD Section 811 vouchers from RIHousing.   \nPennrose has partnered with Children’s Friend and Service to operate a head start day childcare facility on the building’s first floor that will be funded separately.

The District is a quasi-public agency that is involved in the sale\, marketing\, and development of the area. Link Street\, LLC acquired the property for $100\,000.  \nThe development includes three buildings on the site: a 13\,000 square foot square Trader Joe’s\, the first large grocery store of its kind in downtown Providence\, and two mixed-use residential buildings five stories in height. There is an additional 10\,000 square feet of commercial/retail space as well as 162 parking spaces in a parking deck shared by the three buildings. The development was completed in September 2022 and is currently fully occupied\, and the retail space has been fully leased.

The development houses 101 new residential units\, 44 of which are restricted for households at or below 60% of AMI. The remainder of units are market rate but restricted to incomes up to 120% AMI for middle income apartments.

Originally built in 1977\, the properties have undergone extensive renovation to improve energy efficiency\, sustainability and improved ventilation\, along with new exterior siding\, replacement and roof repair\, new windows\, kitchen and bathroom upgrades\, renovated and expanded community rooms\, and the conversion of 6 apartments to fully compliant ADA units. \nIn 2020\, POAH applied for and received an allocation of Low-Income Housing Tax Credits (LIHTC) and tax-exempt bonds from RIHousing in order to re-syndicate the property and finance the renovations. \nThe Beach Avenue Apartments is the adaptive reuse of former emergency shelter space by Crossroads.   \nThe site was originally home to the Rhode Island Family Shelter before Crossroads was asked to manage it in 2015. Renamed to the Beach Avenue Apartments\, it offered permanent supportive housing and emergency shelter space. In 2018\, Crossroads Rhode Island closed the shelter portion for redevelopment.  \nThe redevelopment now offers a total of 11 units of permanent supportive housing for homeless individuals and families– 7 existing units and 4 new units. The new units consist of 1 one-bedroom unit\, 1 two-bedroom unit and 2 three-bedroom units.  \n
